M: Provide me with a political, social, practical, pretty much any kind of analysis in various areas you can come up with of the idea of creating a new amendment to the Constitution which states that every state's Senate members must be of two separate parties. They can't be operating under the same party. Give me the pro side and the con side for each, or sorry, phrased badly, give me the arguments for and against it in each of these areas that I ask for, the political, etc. areas because the arguments likely will be different. Go online and see if anyone has had this argument before and see if they've got anything worth working with to give yourself some ideas and take some time in your thought to try and get a broad spectrum both of pro-slash-con attitudes and to come up with the different areas in which this could be argued. Like I said, politically and practically might be completely different, you know, just pulling it off might be a technical impossibility even if politically it's exactly what we need.
